DPI-4: Emergency Resource Allocation Dashboard – Explained

Fundamental Idea

During disasters (floods, earthquakes, cyclones, fires), emergency resources are limited, but requests for help are massive and chaotic. The biggest challenge is not lack of help, but lack of coordination, prioritization, and visibility.

The DPI-4 Emergency Resource Allocation Dashboard is a Digital Public Infrastructure (DPI) designed to collect, prioritize, and allocate emergency resources efficiently, even when internet or GPS fails.


Problem in Simple Terms

Currently:

  • Citizens call different helplines (112, medical, police)

  • Requests are scattered, untracked, and unprioritized

  • Authorities cannot see all requests in one place

  • Systems often collapse during high load

👉 Result: Critical cases may be missed, while resources are misused.


Proposed Solution (How It Works)

The dashboard acts as a single centralized system that:

  1. Collects emergency requests from citizens with minimal input

  2. Stores requests offline if connectivity is unavailable

  3. Prioritizes cases based on urgency (life-threatening first)

  4. Matches resources (ambulances, rescue teams, relief supplies)

  5. Shows real-time or delayed visibility to authorities


Example for Clarity

Imagine a flood in Maharashtra:

  • A trapped family, an injured person, and a food shortage request come in

  • Internet is unstable, so requests are stored offline

  • Once connectivity returns, the system syncs automatically

  • The dashboard ranks:

    1. Injured person (highest priority)

    2. Trapped family

    3. Food supply

  • Authorities dispatch resources accordingly 🚑🚤
